He began as a teacher for eight years before moving into administration, serving six years as Assistant Principal, two and a half years as Principal, two and a half years as Deputy Superintendent, and twelve years as Superintendent. He also coached football and baseball for fourteen years, an experience that strengthened his commitment to student development.
Over the past eight years, Carpenter has presented nationally in more than seven states, focusing on topics related to school safety. His dedication to this cause continues through his own consulting company, which allows them to further support safe educational environments. Throughout his career, he has facilitated a variety of leadership classes and taught at the college level, sharing his expertise and inspiring future leaders.

Sunni Costello is Naakaii Dine’é (Mexican Clan), born for Tótsohnii (Big Water Clan). Her maternal grandfather’s clan is Tábąąhá (Water’s Edge Clan), and her paternal grandfather’s clan is Bit’ahnii (Folded Arms People). She is Navajo from Tóhajiilee, New Mexico.
Sunni serves as the Education Administrator of Indigenous Learning within the Curriculum and Instruction Division at the New Mexico Public Education Department. In this role, she partners with students, educators, and communities to ensure Indigenous voices and perspectives are woven throughout the educational experience. Shaped by her early work as a classroom educator in Navajo and Pueblo communities and later as an administrator at Santa Fe Indian School, Sunni’s work reflects a deep commitment to Indigenous education.
Throughout her career, she has centered tribal knowledge and created learning environments where Indigenous students are seen, respected, and supported. She is passionate about helping students stay connected to their identities and communities while building their own paths to success.

Hubert "Troy" Gray has been a prosecutor for over 26 years. He is currently assigned as the supervisor for the Juvenile Division with the Second Judicial District Attorney's Office. Over the course of his 26 year career, he has handled a variety of violent crime cases including sexual abuse cases, aggravated battery and homicides.

He earned his Juris Doctor from the University of New Mexico School of Law and has a

Senior Trial Attorney at the Bernalillo County District Attorney’s Office. He also previously
clerked for the Honorable Briana Zamora at the New Mexico Court of Appeals, where he
researched and analyzed complex legal issues. Hart is a former Geospatial Scientist for the El
Paso Intelligence Center (EPIC), where he performed multi-intelligence fusion analysis and led
briefings for generals and high-ranking government officials. During his time at EPIC, Hart
focused his efforts on security and protection endeavors with various federal agency partners.
His background in the courtroom and evidence-based, strategic perception brings the necessary
and fundamental approach to address organized crime in New Mexico.

Amy has been an educator since 1996, serving students in a variety of roles throughout her career. She has taught at both the elementary and high school levels and has also served as a school counselor. Currently, Amy serves as the Executive Director of Academic Counseling and Behavioral Health for Las Cruces Public Schools.
In her current role, Amy utilizes a PREPaRE-informed crisis response strategy, based on training provided by the National Association of School Psychologists (NASP). Through this approach, she works to strengthen school crisis response and reduce the potential for prolonged traumatic impacts on children and youth.

Scott Lowry has spent his career at the intersection of tactical operations and community preparedness. Over 25 years in law enforcement in Ohio, he rose to the rank of Lieutenant, working assignments that ranged from complex narcotics investigations to serving as commander of the agency's tactical team — where he was responsible for training, readiness, and operational decision-making in high-risk incidents.
That operational background shaped how he approaches school safety. As a certified A.L.I.C.E. instructor, Scott recognized early that the gap in most school emergency planning was not equipment or intent, but coordination. He spearheaded the development of the first critical incident coordinated response plan for schools in the State of Ohio — a framework that aligned law enforcement, fire, EMS, and school administrators around shared protocols, common language, and joint training rather than separate plans that had never been tested together. The model has since informed preparedness efforts across the State of Ohio.
Today Scott serves as lead trainer for two courses certified by the U.S. Department of Homeland Security and delivered nationally through the Rural Domestic Preparedness Consortium —instruction designed specifically for the rural and small-town agencies and school districts that often carry the greatest responsibility with the fewest resources.
He is also President and a founding member of StrataSite a cloud-based school emergency preparedness platform that puts response plans, drill documentation, and critical site information in the hands of responders and school staff when seconds matter.

Since joining PED in 2016, she has led efforts to strengthen statewide infrastructure supporting nutrition, physical activity, chronic disease management, and other health pathways that promote student success. She holds an MPH from the Colorado School of Public Health, where she specialized in community health and behavior change.
